DealerVLO fills the official Arkansas 10-315 straight from your deal: your dealership's name and address as lien holder, the year, make, model, body style and VIN, the lien date and amount financed, the owner names, and the "Satisfied and hereby released" box with the payoff date from your payment ledger (blank until the ledger shows the note paid off). It's in the servicing section of a BHPH deal where you carry the note, not every deal. $29/month, free to try — cancel any time.
Form 10-315 is Arkansas's Official Release of Lien. The lienholder certifies that the lien on a described vehicle is satisfied and released as of a date. On a buy-here-pay-here deal you're the lienholder, so when the customer makes the last payment, this is the paper they're waiting on.
Arkansas puts a clock and a penalty on it. Ark. Code 27-14-909 gives a lienholder ten business days after receipt of final payment to execute the release and send it, with the title if you hold it, to the owner. Miss it and you owe the person who paid off the lien a penalty that starts at $25 and doubles, up to $500 per lien. In DealerVLO the 10-315 is in the servicing section of a BHPH deal where your dealership carries the note, not on every deal.
The current form is 10-315 (Rev. 12/06) from the Arkansas Department of Finance and Administration. DFA's motor vehicle forms page lists it as "Official Release of Lien or Permission to Issue Replacement Title." It's one page with two jobs: release a paid lien, or, if the lien is still open, give DFA permission to issue a replacement title. It says "Please type or print" and ends with the lienholder's signature. There's no notary block on it.
Gather these before you complete the 10-315. A missing attachment is the number-one reason the the Arkansas Department of Finance and Administration, Office of Motor Vehicle bounces a title application back.
The form opens "To Whom It May Concern: This is to certify that the lien held by" and then two labeled lines: Name of Lien Holder and Address of Lien Holder. Use the name the lien was recorded under on the title, and your dealership's full street address with city, state and ZIP.
| Field | Who fills it |
|---|---|
Name of lien holder As recorded on the title. | You (dealer) |
Address of lien holder | You (dealer) |
"On one" vehicle: year, make, model, body style, and the VIN on its own line. Copy them from the title so they match the record DFA has.
| Field | Who fills it |
|---|---|
Year, make, model, body style | You (dealer) |
VIN (vehicle identification number) All 17 characters, matching the title. | You (dealer) |
This line identifies the lien itself: the date of the lien and its amount. On a BHPH note, that's the date of your installment contract and the amount financed on it. Take both from the contract, not from memory, so the release clearly matches the lien you recorded.
| Field | Who fills it |
|---|---|
Dated (date of the lien) DealerVLO uses the deal's sale date. | You (dealer) |
In the amount of DealerVLO uses the amount financed. | You (dealer) |
"Owned by ___ is:" takes the owner's name as it appears on the title. If a co-buyer is on the title, list both.

Owner's name | You (dealer) |
Check one box. On a payoff, check "Satisfied and hereby released as of ___ date" and write the date the lien was paid off. That's the date of the final payment, not the day you happen to print the form. The second box, "Not satisfied. Permission is granted to issue a replacement title in the name of," is for a lien that's still open when the owner needs a replacement title. DFA's replacement-title page says that when a lien is still in effect, the lienholder may complete this permission and the title will be mailed to the lienholder. You never check it on a payoff.
| Field | Who fills it |
|---|---|
Satisfied and hereby released as of (date) The payoff date. DealerVLO ticks the box and prints the date only once the payment ledger shows the note paid off; before that it stays unticked and blank. | You (dealer) |
Not satisfied: permission to issue a replacement title, and the name Open lien only. Leave blank on a payoff. | You (dealer) |
The lienholder signs on the Signature of Lien Holder line. Under Ark. Code 27-14-909(b), within ten business days after receipt of final payment you execute the release, on the title or on the form the Office of Motor Vehicle prescribes, and mail or deliver the title and release to the next lienholder or, if there isn't one, to the owner. If a prior lienholder holds the title, you still owe the owner your release within the same ten business days. Miss the deadline and 27-14-909(e) makes you pay the person who satisfied the lien $25 for the first five business days, doubling for each later five-business-day period, up to $500 per lien. If you mail it, the postmark date counts as the delivery date.

Ark. Code 27-14-909 runs from receipt of final payment, and the penalty starts at $25 and doubles every five business days, up to $500 per lien. Put the release on your payoff checklist.
"Satisfied and hereby released as of" is the payoff date. Use the date of the final payment from your ledger.
That box gives permission for a replacement title on a lien that's still open. On a payoff, check only "Satisfied and hereby released."
When you hold the title, 27-14-909(b)(1) says the title and release go out together.
Copy them from the title. A mismatch makes it unclear which lien you released.
Form 10-315 is the Arkansas DFA's Official Release of Lien or Permission to Issue a Replacement Title. A lienholder uses it to certify that a vehicle lien is satisfied and released as of a date, or, if the lien is still open, to give permission for a replacement title. The current form is Rev. 12/06.
Ten business days after receipt of final payment, under Ark. Code 27-14-909(b). If you hold the title, the title and the release go to the next lienholder or, if there's none, to the owner within that window.
Under Ark. Code 27-14-909(e), a lienholder that misses the deadline owes the person who satisfied the lien $25 for the first five business days of noncompliance, doubling for each later five-business-day period, up to $500 for each lien. If the title is mailed, the postmark date is the delivery date.
The form has no notary block or notary language. It asks you to type or print and ends with the lienholder's signature.
The statute lets the lienholder execute the release on the certificate of title or on the form the Office of Motor Vehicle prescribes. The 10-315 is DFA's form, and it's useful when the title isn't in your hands or you want a separate signed release for the owner.
It's for a lien that's still open. DFA's replacement-title page says that when a lien is still in effect, the lienholder may complete and sign the permission and the replacement title will be mailed to the lienholder. On a payoff you use the release box instead.
