Who can apply for a Used Motor Vehicle Dealer License license

Louisiana's used dealer license lets you buy and sell used vehicles from an established place of business. The Louisiana Used Motor Vehicle Commission (LUMVC) issues it. You need one if you sell five or more used vehicles in any 12-month period, and you need it to sell online too. New-car franchise dealers are licensed by a different agency, the Louisiana Motor Vehicle Commission.

In Louisiana this is also commonly called an auto dealer license, car dealer license, or motor vehicle dealer license — all the same Used Motor Vehicle Dealer License authority to sell used vehicles.

  • An established place of business you own or lease, where vehicles for sale are displayed and your books and records are kept
  • Zoning verification completed by your local zoning authority
  • A permanently affixed sign with your exact trade name, at least 16 sq ft (4' x 4'), in front of the business and visible from the street
  • A working business phone (landline or cell) listed with 411 directory assistance in the business name
  • A $50,000 surety bond on the LUMVC form, or using its exact language
  • Garage liability insurance with minimum limits of $55,000, with LUMVC as certificate holder
  • At least one licensed salesperson ($25 salesperson license)
  • A representative who attends the free 4-hour educational seminar, or proof of registration for it
  • Louisiana Secretary of State registration if you operate as a corporation, LLC, LP, or LLP
  • A valid email address — LUMVC sends all correspondence by email

Step-by-step process

  1. 1

Form the business and secure the location

If you'll operate as a corporation, LLC, LP, or LLP, register with the Louisiana Secretary of State first. Then lock in an established place of business: a location you own or lease, where vehicles for sale are displayed and your records are kept. Pick the trade name now and use it everywhere. LUMVC requires the exact same business name on the application, bond, insurance, sign, and phone listing.

  2. 2

Get zoning sign-off, the sign, and the phone

Your local zoning authority completes LUMVC's Zoning Verification form, including the zoning code if the location is zoned. Put up a permanent sign with your exact trade name, at least 16 sq ft (4' x 4'), in front of the business and clearly visible from the street. Banners and real-estate-style signs don't count. Set up a business phone listed with 411 in the business name. A cell phone is fine.

  3. 3

Buy the $50,000 bond and garage liability insurance

The bond must be on LUMVC's form or use its exact language, show the bond number, the principal's ownership, trade name, and physical address, the ownership type, and effective and ending dates. It must be signed by the principal and the surety, carry the surety's seal, and have the power of attorney attached. The garage liability certificate needs minimum limits of $55,000, the garage liability box marked, every insured salesperson listed, and LUMVC as certificate holder.

  4. 4

Register for the 4-hour educational seminar

One person from the dealership — the owner, general manager, office manager, title clerk, salesperson, or another responsible representative — must attend LUMVC's 4-hour seminar (La. R.S. 32:791(B)(3)(b)(i)). It's free and runs online on Microsoft Teams. Send the registration form with your packet. New applicants complete it before licensing or show they're signed up, and must attend within 60 days of the license being issued.

  5. 5

Submit the Initial Dealer Packet on paper

You can't apply for an initial license online. Mail or hand-deliver the dealer application, at least one salesperson application, the bond, the insurance certificate, the zoning form, a picture of the sign, your business phone details, and the fees: $400 for the used dealer license and $25 per salesperson. Pay by cash, check, money order, or cashier's check to the La Used Motor Vehicle Commission. If an applicant was convicted of or pled guilty to a crime other than a traffic violation in the past 10 years, the packet adds a criminal background check fee.

  6. 6

    Pass the physical inspection

LUMVC inspects the location before it issues the license. It says to allow about 14 business days for processing, in the order applications are received. Hand delivery doesn't speed it up. If something is missing, you'll get a sendback letter by email. You can't operate while the application is pending.

How to get a used car dealer license in Louisiana: the 6-step licensing process at a glance.

Louisiana dealer license types: which one you need

LUMVC licenses the independent used-vehicle side of the business. Every license type on its application costs $400 and runs two years. For most used-car dealers, the one you want is the Used Dealer's License, and you check off which vehicle types you'll sell: cars and trucks, motorcycles, boats, trailers, motorhomes, and so on.

Louisiana doesn't list a separate wholesale-only dealer license. The auction license is for people who run auctions, not for dealers who buy at them. Franchise new-car dealers, including their used lots, are licensed by the Louisiana Motor Vehicle Commission instead.

  • Used Dealer's License — $400, 2 years; retail and dealer-to-dealer sales of used vehicles
  • Auction License — $400; public, wholesale (dealer), or salvage auctions; you must have or apply for a used dealer's license and use a licensed auctioneer
  • Rent with the Option to Purchase License — $400; adds contingent liability insurance and a blank copy of your rental purchase agreement
  • Daily Rental License — $400; adds scheduled-auto insurance
  • Additional Location — $200 with the same ownership; each extra location needs its own bond
  • Salesperson License — $25, 1 year; every dealership needs at least one
  • Also licensed by LUMVC: dismantler and parts recycler, crusher, used parts and accessories, and catalytic converter

Can you get a Louisiana dealer license without a lot?

You need an established place of business. LUMVC defines it as a place you own or lease and regularly occupy for the principal purpose of selling used vehicles, where vehicles for sale are displayed and your books and records are kept. It also needs the 16 sq ft sign, a listed phone, zoning approval, and a passed inspection.

Selling online doesn't get you out of it. LUMVC's FAQ says you need a used dealer license whether you sell on an open lot, as a broker in an office suite, or on the internet, and an internet seller still has to meet the same dealer requirements.

Working from home depends on your local zoning. LUMVC says to check with your city or parish planning and zoning office, courthouse, or police jury. Two dealers can share a location if each keeps a separate office, inventory, records, sign, and phone listing in its own name.

Buy-here-pay-here in Louisiana: the sales finance license

The LUMVC license lets you sell. Financing is a separate license from a separate agency. Under the Louisiana Motor Vehicle Sales Finance Act, you can't engage in the business of originating consumer credit sales without a license from the commission unless you're exempt (La. R.S. 6:969.35). The commission there is the Louisiana Motor Vehicle Commission, which says it oversees licensing for motor vehicle financing. LUMVC's own FAQ sends finance-license questions to the LMVC.

There's a narrow exemption for dealers. A licensed dealer that regularly sells and assigns its contracts to third-party lenders within 60 days doesn't need the license, and may keep up to 12 contracts at a time for its own account (La. R.S. 6:969.36(A)(8)). Carry more than that and you're in licensing territory. The statute fines $1,000 per contract originated without a required license.

If you carry notes, DealerVLO tracks buy-here-pay-here accounts with a payment schedule and a collections panel. It doesn't lend money, pull credit, or handle any LMVC or LUMVC filing. The license and the contract forms are on you.

Buying at dealer-only auctions with a Louisiana license

A lot of people want a dealer license just to get into dealer auctions. LUMVC answers this one directly: to get into the auction, you must hold a dealer's license or be affiliated with one, such as a licensed salesperson. Each auction sets its own registration paperwork, so ask the auction what it needs.

Keep in mind what the license costs to hold. It's a full retail license with a lot, a sign, a $50,000 bond, garage liability insurance, and a seminar. And you only need an auction license if you're going to run auctions, not buy at them.

Why Louisiana dealer applications stall

LUMVC processes applications in date order and says incomplete or inaccurate information will delay your license. These are the spots its packet calls out:

  • A business name that doesn't match exactly across the application, bond, insurance, sign, and phone listing
  • A bond not on LUMVC's form (or missing its exact language), or missing the bond number, seal, signatures, or attached power of attorney
  • A garage liability certificate without the $55,000 minimum, the garage liability box, the insured salespeople, or LUMVC as certificate holder
  • A sign that's a banner, smaller than 4' x 4', or not visible from the street
  • No salesperson application — every dealership needs at least one
  • No seminar date or registration on the application
  • Fees not paid in full — LUMVC says a packet isn't complete until every document is in and every fee is paid
  • Trying to apply online — initial licenses are paper only

Once you're licensed: the paperwork on every deal

LUMVC says a dealer has 20 calendar days from the sale to apply for title in the buyer's name and give the buyer what they need to get a plate. Penalty and interest start after 40 days. You also send a monthly sales report to the Office of Motor Vehicles, marked "No Sales" in a month with none.

The title application is the DPSMV 1799. Our Louisiana DPSMV 1799 guide walks through it field by field. DealerVLO fills the official DPSMV 1799 from the deal — buyer, vehicle, and sale details — so you're not hand-writing it at the counter.

If the title has no odometer statement and the vehicle isn't exempt, you'll need a separate one. See our odometer disclosure guide for when a written mileage statement is required.

The Louisiana auto dealer bond: $50,000

Louisiana requires every used-vehicle dealer to post a $50,000 surety bond. The bond protects buyers from misconduct (odometer fraud, undisclosed liens, deceptive trade practices) and the state from unpaid taxes.

You don't pay the full bond amount up front — you pay an annual premium to a surety company, typically 1–5% (estimate) of the bond's face value. Your actual premium depends on personal credit and business history.

The bond is $50,000 per calendar year, payable to the State of Louisiana through LUMVC, and must stay in force for the whole license period. It covers the proper handling of taxes, license fees, tags, and titles; buyers' losses when a dealer fails to deliver a title or remit tax and registration fees; restitution ordered by the commission; and commission fines and hearing costs up to $25,000. Use LUMVC's form or its exact wording. The premium range is a market estimate, not a state figure.

Renewal

Louisiana dealer licenses are two-year licenses that expire December 31. Which years your cycle covers depends on your district — LUMVC publishes a district map, and districts 1–3 and 4–5 renew in alternating years. Renewal is $400, and LUMVC charges a $100 late fee after December 31. Salesperson licenses renew every year. Dealer plate stickers renew with the license, and renewed plates aren't processed until you have the renewed dealer license.

Common questions

Who issues the used car dealer license in Louisiana?+

The Louisiana Used Motor Vehicle Commission (LUMVC) in Baton Rouge licenses independent used-vehicle dealers. Franchise new-car dealers, including their used lots, are licensed by the Louisiana Motor Vehicle Commission, which also handles motor vehicle sales finance licenses.

How many cars can I sell in Louisiana without a dealer license?+

Fewer than five. LUMVC says you need a used motor vehicle dealer license if you sell five or more used vehicles in any 12-month period.

Can you get a dealer license in Louisiana without a lot?+

Not without an established place of business. You need a location you own or lease where vehicles for sale are displayed and records are kept, plus a 16 sq ft sign, a listed phone, zoning approval, and a passed inspection. Internet-only sellers need the license and must meet the same requirements.

Can I run a used car dealership from my home in Louisiana?+

LUMVC says it depends on your local zoning. Check with your city or parish planning and zoning office before you apply. You still need the sign, phone, bond, insurance, and inspection.

Do I need a dealer license to buy at car auctions in Louisiana?+

LUMVC says that to get into the auction you must hold a dealer's license or be affiliated with one, such as a licensed salesperson. Each auction sets its own registration rules. You need a separate auction license only if you plan to run auctions.

Do I need a separate license to finance cars in-house in Louisiana?+

Usually, yes. The Motor Vehicle Sales Finance Act requires a license from the Louisiana Motor Vehicle Commission to originate consumer credit sales. A licensed dealer is exempt only if it regularly sells its contracts to third parties within 60 days, and it can keep no more than 12 for its own account.

Does Louisiana require dealer training?+

Yes. One representative of the dealership must attend LUMVC's free 4-hour educational seminar. New applicants complete it before licensing or show they've registered, and must attend within 60 days of the license being issued.

How long does it take to get a Louisiana dealer license?+

LUMVC says to allow about 14 business days from when your complete application, documents, and fees arrive. Applications are processed in the order received, and a physical inspection happens before the license is issued.

How much does a Louisiana dealer license cost?+

Plan for about $925 – $2,925 (estimate) in the first year. That covers the $400 application fee and the $50,000 surety bond — you pay an annual premium of roughly 1–5% (estimate) of the bond, not the full amount — plus business-formation, facility, and dealer-plate costs. See the full fees breakdown above.

How do I get dealer plates in Louisiana?+

Dealer plates are separate from the license itself. Once your Used Motor Vehicle Dealer License license is approved, you apply for dealer plates and pay a per-plate fee (listed in the fees breakdown above). You can't obtain dealer plates before the license is issued.
