What the Form RV-707 is and why it matters

Form RV-707 is Nebraska's Application for Certificate of Title — the one-page form that gets a vehicle titled in the buyer's name. It's filed with the county treasurer (titles are issued in the county where the vehicle has situs), along with the properly assigned title and the $10.00 title fee, plus $7.00 if a lien is being noted. Licensed dealers can submit the same application electronically through the DMV's Dealer Automated Services.

The Nebraska quirk: there's no tax box on the RV-707, and on a normal deal the dealer doesn't collect the sales tax. Nebraska law says the dealer states the tax on the invoice and hands the buyer a completed Form 6; the buyer pays the 5.5% state tax plus any local tax for their registration address to the county treasurer within 30 days of purchase. Get Form 6 wrong and the county collects the difference — with penalty and interest if it's late. This guide walks the current (Revised 7/2018) RV-707 box by box, then the Form 6 lines that ride with it.

RV-707 is the Nebraska Department of Motor Vehicles' Application for Certificate of Title, but titles in Nebraska are issued at the county treasurer's office, not a central DMV counter. On a dealer sale the tax paperwork is a separate document: the Department of Revenue's Form 6 (Nebraska Sales/Use Tax and Tire Fee Statement). Licensed dealers can also skip the paper and submit title applications electronically through the DMV's Dealer Automated Services in eDMV — same paperwork requirements, plus a $3.00 portal fee per title.

Documents to have before you start

Gather these before you complete the Form RV-707. A missing attachment is the number-one reason the Nebraska Department of Motor Vehicles (titles issued by county treasurers) bounces a title application back.

  • The properly assigned title (or MSO for a new unit) — All owners on the old title sign the seller's section; the buyer's name, address and signature go in the purchaser's section at the time of sale. An open title is a violation and will be confiscated.
  • Odometer certification — The seller completes the odometer section on the title itself.
  • Form 6 — Nebraska Sales/Use Tax and Tire Fee Statement — The dealer completes at least Lines 1-4 and Line 10 and gives the buyer two signed copies; the county collects the tax from it.
  • Copy of the lien instrument, if financed — The RV-707 says a copy of the lien instrument must accompany the application whenever the lien box is Yes.
  • Sheriff's inspection, for an out-of-state vehicle — Vehicles brought in from another state need a county sheriff's inspection ($10.00); not required when a Nebraska title or an MSO is presented.
  • Proof of insurance (for registration) — The buyer registers at their county treasurer with Form 6 and proof of insurance after the title is issued.

Identifies the vehicle and carries any brand forward. The printed fee next to the heading is the $10.00 title fee. Section 2 — Survivorship election (two or more owners)

If more than one owner is going on the title, the form asks whether ownership should pass to the surviving owner(s) when one dies. "No" joins the names with AND and means probate is required to transfer ownership; "Yes" joins them with OR and lets ownership pass to the co-owner on presentation of a death certificate. Ask the buyers — don't pick for them.

Section 2 — Owner/applicant information

Up to three owners fit on one RV-707; a fourth needs a second application. For each owner enter the last (or business) name, first and middle name, plus the Nebraska driver's license number, Social Security number or employer identification number, and date of birth. Only the first 35 characters of a name print on the title. The 2nd and 3rd owner lines have a box to check if that owner is a spouse of an earlier owner.

Section 2 — Transfer on Death beneficiaries and addresses

Optional: up to two Transfer on Death (TOD) beneficiaries. They have no interest in the vehicle until the last surviving owner dies, and the owner can change the designation later. Then the owner's residential address and mailing address — the residential address is what determines the local sales tax rate the county applies on Form 6.

Section 3 — Lien information (Fee $7.00)

Answer Yes or No to "Is there a lien on this vehicle?" If Yes, this section is mandatory, the $7.00 lien notation fee applies, and a copy of the lien instrument must go in with the application. The PLID is the Participating Lender Identification number for a lender enrolled in Nebraska's electronic lien and title program. A second lien needs a second application. The last question is only for a non-resident buyer with a lien who wants a printed title to take to their home state.

Sworn statement and signatures

Every owner listed signs, swearing the application is true and complete — a false statement can mean a fine, imprisonment and cancellation of the title. Exceptions printed on the form: when co-owners are spouses one spouse may sign; a parent, guardian, foster parent or agent may sign for an owner who is disabled or too young; and one owner may sign when an out-of-state title is being transferred without an ownership change.

Tax — Form 6 (separate Department of Revenue statement)

The RV-707 has no tax lines; the tax is figured on the Nebraska Department of Revenue's Form 6. A licensed dealer must complete at least Lines 1 through 4 and Line 10 on every sale, keep a signed copy, send one to the Department of Revenue (unless the data was entered in DMV eServices), and give the buyer signed copies. Line 1 total sales price includes document processing charges, dealer preparation, destination, GAP waiver contracts and service/maintenance agreements; it excludes title and lien fees paid to public officials. Line 2 is the trade-in allowance — the trade must be titled in the purchaser's name and taken at the time of sale; a leased vehicle turned in doesn't qualify. The county applies the 5.5% state rate plus the local rate for the buyer's registration address and collects it within 30 days of purchase.

Nebraska sales/use tax on a vehicle is 5.5% state plus the local rate where the vehicle is registered (for example 1.5% in Omaha and 1.75% in Lincoln as of July 1, 2026 — check the Department of Revenue rate chart for the buyer's address). The tax base is the total sales price, including document processing charges, less a qualifying trade-in and any manufacturer's rebate assigned to the dealer. The buyer pays it to the county treasurer within 30 days of purchase; after that the county adds penalty and interest. Add $7.00 if a lien is noted, $1 per new tire, and $3.00 per title for dealer eDMV filings. Registration fees and motor vehicle taxes are collected separately by the county at registration. Common Form RV-707 mistakes that cause rejections

Treating the sales tax as a dealer-collected tax

Nebraska's vehicle sales tax is the purchaser's liability and is collected at registration — by the county treasurer, or by an approved dealer enrolled in DMV's electronic dealer services system (Neb. Rev. Stat. 77-2703). Either way, state the tax amount on the sales invoice and give the buyer a completed Form 6.

Leaving doc fees, GAP or service contracts off Form 6 Line 1

Nebraska's total sales price includes document processing charges, dealer preparation, destination, GAP waiver contracts and service and maintenance agreements. Leaving them out understates the tax base, and underpayments have to be corrected on Form 6XN.

Taking a trade-in credit the buyer doesn't qualify for

The trade must be titled in the purchaser's name (or traded by their documented agent) and taken in at the time of sale. A leased vehicle being returned doesn't count, and neither does a car the dealer bought out of a lease. Describe the trade on Form 6.

Checking the lien box without the lien paperwork

If the lien box is Yes, the RV-707 requires the lienholder section and a copy of the lien instrument, and the $7.00 lien fee applies. Enter the lender's PLID if it's an ELT participant so the lien is recorded electronically.

Letting the buyer run past 30 days

The title has to be obtained within 30 days of purchase, and the sales tax is due to the county within 30 days too — after that the county collects penalty and interest. Hand the buyer a complete package (assigned title, RV-707, Form 6) at delivery, or file through eDMV so the title issues the same day.
