What the MV-300A is and why it matters

MV-300A is Wyoming's Application for Certificate of Title and VIN/HIN Inspection Form — one page that does two jobs. The top half is the title application (vehicle description, branded-title questions, purchaser and seller, lien); the bottom half is the VIN inspection, which is required only when the prior title is from another state. It goes to the county clerk, who issues the title; the buyer then registers with the county treasurer.

The quirk that matters most: MV-300A has no price or tax lines at all. Wyoming sales tax is paid by the buyer to the county treasurer — not collected by the dealer — at 4% state plus any county option tax for the county where the buyer lives, and it's due within 65 days of purchase. The dealer's job is to hand over the Wyoming Sales/Use Tax Statement (Department of Revenue Form 107) with the price, trade-in and tax base, because the clerk won't deliver the title until the tax is paid. This guide walks the current (01/20) form box by box.

MV-300A is a WYDOT form, but WYDOT doesn't issue the title — Wyoming titles are issued by the county clerk, and registration and plates are handled separately by the county treasurer. The buyer is the named applicant and signs; on a dealer sale the dealership typically assembles the packet and forwards it to the clerk. Wyoming law has the seller deliver the notarized title assignment when the vehicle is delivered — or within 30 days of the sale if a lender is holding the title — and when a Wyoming dealer issues temporary permits, the buyer has 60 days from the transfer to register (W.S. 31-2-201(a)(ii)(A)). The current revision is MV-300A (01/20); an older 01/18 version with a built-in notary block still circulates, so make sure you're using the current one.

Documents to have before you start

Gather these before you complete the MV-300A. A missing attachment is the number-one reason the Wyoming Department of Transportation (WYDOT) Motor Vehicle Services — titles issued by the county clerk bounces a title application back.

  • The properly assigned title (or MSO for a new unit) — Wyoming requires the seller's assignment on the title to be signed before a notary. If a dealer reassignment form is used, ask the county clerk whether it must be notarized too.
  • Wyoming Sales/Use Tax Statement for Motor Vehicle Sales (Form 107) — Department of Revenue form the dealer completes: sales price, trade-in, dealer-assigned rebate, tax base and the estimated tax at the buyer's residence rate. Both seller and purchaser sign.
  • Dealer's invoice / buyer's order — County treasurers accept a dealer invoice as proof of purchase for the sales tax, and the buyer drives on it with the temporary permit.
  • Odometer disclosure — Federal odometer disclosure on the title assignment (or a separate statement) where the vehicle isn't exempt by age.
  • VIN inspection (out-of-state prior title only) — Completed on the bottom half of MV-300A. Not required for an MSO/MCO or a Wyoming prior title.
  • Lien paperwork, if financed — Lienholder name and address and the lien amount; the lien is filed with the county clerk (a separate lien filing fee applies — confirm the amount with the clerk).

Branded title information

Two yes/no questions: has the vehicle ever had a branded title (and if so, which brand), and has it been declared a total loss by an insurer or sustained damage of 75% of actual cash value. The person answering prints their name and signs. Answer from the title history, not memory — Wyoming carries prior brands forward and will brand a title from NMVTIS data even if the title in hand looks clean.

Enter the buyer's legal name and address — that address matters beyond the title, because Wyoming sales tax is figured at the rate for the county of the buyer's principal residence, not where the dealership sits. Wyoming sales/use tax is 4% state plus any county option tax for the county of the buyer's principal residence — enter that county's rate (county rates differ and change; check the county treasurer or Department of Revenue). The tax isn't on MV-300A: the dealer completes the Sales/Use Tax Statement (Form 107) and the buyer pays the county treasurer within 65 days of purchase. The trade-in reduces the taxable price only if its title is already in the buyer's name; a manufacturer's rebate assigned to the dealer is also deducted. Documentary fees, freight and dealer prep are part of the taxable price; titling/licensing fees and extended warranties are not. Late payment: 10% of the tax (minimum $25) plus 1% interest per month. Title fee $15; add $10 for a VIN inspection on an out-of-state title and the clerk's lien filing fee if financed. Registration is figured separately by the county treasurer.

Lien information

If the buyer financed, enter the lienholder's name and address and the lien amount so the lien is recorded. In Wyoming the lien is filed with the county clerk; the lien filing number and filing date come from that filing, so leave them to the clerk unless the lien has already been filed. If the title or MSO isn't available at the time of sale, WYDOT's Transitional Ownership Document (MV-141) is the separate form used to perfect the lien.

Oath and purchaser signature(s)

The purchaser swears or affirms under penalty of perjury that the application is true, that they own the vehicle and that it's subject only to the liens shown. Each purchaser signs on the two signature lines. The current 01/20 revision has no notary block on the form, but some county clerks still ask for the purchaser's signature to be notarized — check with the buyer's county clerk before the buyer leaves the store.

Required only when the prior title is from a state other than Wyoming — not for an MSO/MCO. The inspector prints the VIN, year, make, model and trim, notes whether it was verified with NCIC, identifies themselves and their agency, and signs. A licensed Wyoming dealer may perform the inspection only on vehicles in its own inventory or possession, and the inspection must happen in Wyoming; otherwise it's done by law enforcement. The form cites a $10 fee per VIN inspected (W.S. 31-3-102(b)). An unauthorized inspection can void the title application.

Common MV-300A mistakes that cause rejections

Deducting a trade that isn't titled in the buyer's name

Wyoming's Form 107 is explicit: the trade-in's title must already be in the purchaser's name to reduce the tax. A leased vehicle only counts if the buyout was exercised, titled to the purchaser, and tax paid on the buyout. Check the trade's title before you put the allowance on the tax statement.

Leaving the doc fee out of the taxable price

Wyoming's taxable sales price includes costs the dealer incurs before the retail sale — documentary fees, incoming freight, prep and handling, accessories. Put the doc fee in the Form 107 total sales price. Titling and licensing fees and extended warranties stay out.

Using the dealership's county tax rate

The county option tax follows the buyer's principal residence, not the store's location. A buyer who lives one county over may owe a different rate. Use the purchaser's address from MV-300A to pick the rate on Form 107.

Skipping the VIN inspection on an out-of-state title

Any vehicle coming off a non-Wyoming title needs the bottom half of MV-300A completed. A licensed Wyoming dealer can do it for units in its own inventory, in Wyoming — do it before the packet goes to the clerk so it isn't bounced back.

Filling the wrong branded-title answer or an old form revision

Wyoming brands titles from NMVTIS data and carries prior brands forward, so a 'No' that contradicts the history stalls the title. And use the current MV-300A (01/20) from WYDOT — older copies with a different layout are still floating around.
